GIMP
GIMP is a free and open source image editor. While it lacks certain features of industry standards like Photoshop, it is more than capable of proffessional edits.
Export format
HPL supports multiple formats, with DDS being the most used (because of optimisation) and with JPG being the most stable one of the rest.
For GUI elements, mostly TGA is used.
